La Regione Puglia – Dipartimento Mobilità, Qualità Urbana, Opere Pubbliche, Ecologia e Paesaggio – è il Lead Beneficiary del progetto strategico “AI SMART – Adriatic Ionian Small Port Network” finanziato dal programma INTERREG V-A Grecia-Italia 2014/2020, in partenariato con

• Regione delle Isole Ioniche;
• Regione dell’Epiro;
• Regione della Grecia occidentale.

Il Progetto AI SMART rientra nell’asse Prioritario 3 Sistema sostenibile dei trasporti, finalizzato a favorire l’uso di energie alternative e soluzioni green nei trasporti e incentivare il traffico merci e persone con investimenti, anche strutturali, nei settori del trasporto aereo, navale e mobilità urbana sostenibile e con soluzioni ICT.

Il progetto AI SMART è un progetto strategico di cooperazione europea.  

Obiettivo generale

Il Progetto AI SMART mira all’implementazione e allo sviluppo di una rete portuale comune in area adriatico-ionica; tale rete è fondata sul concetto di “porto intelligente, verde e integrato” e orientata a collegare i piccoli porti dei Paesi transfrontalieri coinvolti.

In dettaglio, il progetto promuove lo sviluppo del trasporto marittimo di corto raggio, inteso come parte delle rotte intermodali per consentire lo sviluppo di modalità sostenibili di trasporto, in accordo con gli obiettivi della Strategia Europea 2020 per una crescita intelligente che valorizzi le risorse naturali e paesaggistiche dell’entroterra.

Obiettivi specifici

Incrementare la competitività delle regioni coinvolte, lavorando lungo tre direttrici:

• innalzare la qualità dei servizi portuali forniti agli utenti;
• creare servizi turistici integrativi che puntino sulla qualità;
• potenziare la sensibilizzazione riguardo l’importanza della rete portuale locale a sostegno del settore marittimo (trasporto marittimo multimodale e valorizzazione della pesca).

Il budget complessivo assegnato per la realizzazione dell’intero Progetto ammonta ad € 17.250.000,00, di cui la somma pari a € 8.710.000,00 è destinata alle attività previste dalla Regione Puglia.

Grazie ad un disciplinare sottoscritto nel settembre del 2020, attuativo di una Convenzione tra l’AdSP MAM e la Regione Puglia, Dipartimento Mobilità, Qualità Urbana, Opere Pubbliche, Ecologia e Paesaggio, l’Authority è ente attuatore del progetto AI SMART ed partecipando alla realizzazione dei seguenti interventi per un importo stimato di € 1.886.400,00:

• implementazione di una Piattaforma ICT funzionale allo sviluppo della Rete di portualità regionale e transfrontaliera denominata AI SMART in grado di promuovere lo sviluppo del trasporto marittimo di corto raggio, come parte delle rotte intermodali, attraverso la messa in rete di tutti i servizi di trasporto annessi e offerti dai porti di competenza del ADSPMAM;
• adeguamento del dispositivo multimediale e interattivo già installato nel porto di Monopoli in attuazione del progetto Interreg V-A Greece – Italy 2014/2020 “Themis”, affinché attraverso detto dispositivo sia possibile consultare anche la piattaforma informatica dedicata al progetto Interreg “AI SMART” non soltanto per tutta la durata di detto progetto ma anche nei successivi 5 (cinque) dalla data di conclusione del medesimo ) ai sensi dell’art. 71 del Reg. (UE) n. 1303/2013. L’adeguamento del dispositivo in parola, previsto in corrispondenza del deliverable 4.1.4, budget line External Expertise and Services del JoB associato alla Application Form 3.2, sarà eseguito da soggetto individuato dalla Regione mediante procedura pubblica;
• supporto alla verifica della fattibilità del “Progetto di metro mare” che coinvolge i porti di Bari, Mola di Bari, Monopoli, Brindisi, Otranto e della successiva attivazione di un collegamento veloce transfrontaliero Otranto -Corfù per le attività di necessarie ai fini dell’attracco dei natanti nei porti di competenza ADSPMAM (Bari-Monopoli-Brindisi);
• “Porto di Bari. Lavori di rimodulazione e nuova configurazione dei varchi carrabili e pedonali della Port Facility molo San Vito extra Schengen ed adeguamento della viabilità”, varianti escluse, CUP: B97H18002240001, CIG: 808334072F, di cui al deliverable 4.1.4, budget line External Expertise and Services del documento di progetto Justification of the budget (JoB) associato all’Application Form 3.2;

The Puglia Region – Department of Mobility, Urban Quality, Public Works, Ecology and Landscape – is the Lead Beneficiary of the strategic project “AI SMART – Adriatic Ionian Small Port Network” funded by the INTERREG V-A Greece-Italy 2014/2020 programme, in partnership with Ionian Islands Region, Region of Epirus and Region of Western Greece.

The AI SMART Project falls under Priority Axis 3 Sustainable Transport System, aimed at fostering the use of alternative energy and green solutions in transport and boosting freight and passenger traffic with investments, including structural investments, in the fields of air, ship and sustainable urban mobility and with ICT solutions.

Project Details

The AI SMART project is a strategic European cooperation project.

Overall Objective

The AI SMART Project aims at the implementation and development of a common port network in the Adriatic-Ionian area; this network is based on the concept of “smart, green and integrated port” and oriented to connect the small ports of the involved cross-border countries.

In detail, the project promotes the development of short sea shipping, understood as part of intermodal routes to enable the development of sustainable modes of transport, in accordance with the objectives of the European Strategy 2020 for smart growth that enhances the natural and landscape resources of the hinterland.

Specific objectives

To increase the competitiveness of the regions involved, working along three lines:

• raise the quality of port services provided to users;
• create integrative tourism services that focus on quality;
• enhance awareness regarding the importance of the local port network in supporting the maritime sector (multimodal maritime transport and fisheries enhancement).

The total budget allocated for the implementation of the entire Project amounts to € 17,250,000.00, of which the sum of € 8,710,000.00 is earmarked for activities planned by the Apulia Region.

Thanks to a contract signed in September 2020, implementing a Convention between AdSP MAM and the Apulia Region, Department of Mobility, Urban Quality, Public Works, Ecology and Landscape, the Authority is implementing entity of the AI SMART project and participating in the implementation of the following interventions for an estimated amount of € 1,886,400.00:

– implementation of an ICT Platform functional for the development of the Network of regional and cross-border ports called AI SMART capable of promoting the development of short sea shipping, as part of intermodal routes, through the networking of all the transport services attached to and offered by the ports under the jurisdiction of the ADSPMAM;

– adaptation of the multimedia and interactive device already installed in the port of Monopoli in the implementation of the Interreg V-A Greece – Italy 2014/2020 project “Themis”, so that through the said device it is also possible to consult the IT platform dedicated to the Interreg project “AI SMART” not only for the entire duration of the said project but also in the next 5 (five) from the date of its conclusion ) pursuant to Article 71 of Reg. (EU) No 1303/2013. The adjustment of the said device, provided for in correspondence with deliverable 4.1.4, budget line External Expertise and Services of the JoB associated with Application Form 3.2, will be performed by subject identified by the Region through public procedure;

– support for the verification of the feasibility of the “Metro Sea Project” involving the ports of Bari, Mola di Bari, Monopoli, Brindisi, Otranto and the subsequent activation of a cross-border Otranto -Corfu fast link for the activities of necessary for the docking of vessels in the ports of competence ADSPMAM (Bari-Monopoli-Brindisi);

– “Port of Bari. Works for remodeling and new configuration of the driveway and pedestrian gates of the Port Facility pier San Vito extra Schengen and adjustment of the road system”, variants excluded, CUP: B97H18002240001, CIG: 808334072F, referred to deliverable 4.1.4, budget line External Expertise and Services of the project document Justification of the budget (JoB) associated with Application Form 3.2;

– “Mixed works and services contract, with services prevailing, called “Seabed sediment characterization plan for the commercial port of Manfredonia (fg),” CUP: I36J20000260005, CIG: 8508193EF6, referred to in deliverable 3.1.4, budget line External Expertise and Services of the JoB associated with Application Form 3.2;

– “Port of Monopoli – Performance of aero-photogrammetric, topographic, bathymetric, morphological and stratigraphic surveys,” CIG: Y1330D26AA, referred to in deliverable 3.1.4, budget line External Expertise and Services of the JoB associated with Application Form 3.2.
